Players sign up and pay in advance for start times of 
6:00(24), 7:20(12), 8:00(12), 8:40(12). 
Sign up on a sheet and form your own matches. 
Play for 40 minutes. 
After 40 minutes players get off and sign up again.

Or players can sign up for their three sessions and know the three 
Courts they go to before they go out the first time. They set up their
sessions/court#s either when they arrive or even a few days ahead.
 
With this format there might be cliques (exclusive groups). 
But maybe there is nothing wrong with cliques. Four teams can get 
together and have their own private social on two courts. 
Each team will play the other three for a private Round Robin.
